Set a few years after issue number two, the book opens just before the Secret War. This is when the Frost Giants came from Asgard and brought winter to the streets in July. Our protagonist, Jeff Piper, and nearly a precinct worth of cops take The Punisher off the streets. At the same time there is a bright light that engulfs the city, and it quickly becomes public news that the Marvel Big Guns have been removed from the city.At the same time we are learning that the neighborhood Jeff Piper & his wife moved into has become crime ridden, and this is a point of contention between him and his wife. Things are made worse with the absence of The Punisher and the other heroes. So his wife takes the kids and leaves. Jeff throws himself into his job, as the cops are given better equipment to handle the growing supervillain problem. Yet even with new guns and the help of Marvel second stringers, some villains such as the Abomination prove too difficult to handle.
